Regional Operational Programme Moravia Silesia for the period 2007–2013

The resources from the structural funds of the European Union designated in the years 2007–2013 exclusively for the Moravian-Silesian Cohesion Region may be utilised by means of the Regional Operational Programme Moravia Silesia (hereinafter the ROP Moravia Silesia). The goal of the programme is to contribute to the overall development of the Moravian-Silesian Cohesion Region, which is territorially identical with the Moravian-Silesian region. For the period 2007–2013, 716.09 mil. EUR have been earmarked for the ROP Moravia Silesia from the structural funds of the European Union, the equivalent of approximately 2.68 % of all resources designated from EU funds for the Czech Republic. Further, from Czech public sources, financing for the programme should be increased by another 126.37 mil. Euro.

The ROP Moravia Silesia is divided thematically into 4 basic priority axes:

  1. Regional Infrastructure and Accessibility
  2. Support to Regional Prosperity
  3. Development of Cities
  4. Development of Countryside

Each priority axis contains specific areas of support, or sections of areas of support, which define what types of projects could be supported within the context of the relevant priority axis and who should be the recipient of the subsidies.

The global objective of the ROP Moravia Silesia is to accelerate the region’s development and to increase its competiveness through a more effective use of its potential. This objective shall be accomplished mainly through improving the citizens’ standard of living and enhancing the region’s attractiveness for investors and visitors, improving work and leisure time conditions by modernising transport infrastructure and developing other essential regional elements for its citizens and visitors. The competiveness of the Moravia Silesia Region shall be enhanced by creating suitable conditions for entrepreneurship and attractive marketing of the Moravia Silesia Region.

The Regional Council of the Moravia Silesia Cohesion Region

Regional Council of the Moravia Silesia Cohesion Region is the governing body of the Regional Operational Programme Moravia Silesia for the period 2007 – 2013. Its main task is to prepare and manage this programme and to ensure the successful utilisation of grants from the structural funds of the European Union.

As an independent legal entity, Regional Councils have been established in the NUTS II cohesion regions during the preparation of the Czech Republic for the new programming period 2007–2013 in connection with enactment of Act no. 248/2000 Coll., on support of regional development on 1 July 2006.

The Regional Council consists of 3 statutory bodies:

  • Committee of the Regional Council
  • Chairman of the Regional Council
  • Office of the Regional Council

The Regional Council’s mission

“Our professional service contributes to European cohesion and the dynamic development of the Moravia Silesia Region.“

The mission of the Moravia Silesia Regional Council is to contribute to the dynamic development of the Moravia Silesia Region. The Regional Council’s mission can be accomplished by proper investment decisions on the use of EU funds that were allocated to the Regional Operational Programme (ROP) Moravia Silesia for this purpose. The aim is to invest the funds into projects that bring desired social benefits for the region and its inhabitants. This can be influenced by the Regional Council both in defining areas and types of intervention and in choosing the right projects.

The Regional Council’s vision

”An effective, customer and partner-oriented organization honouring fair-play values.”

The word “effective” means a balance between production and production capacities, between resources available to the organisation and the outputs the organisation produces. It means an organisation with an implemented and accepted performance culture.

A “customer- and partner-oriented” organisation means an organisation that responds to key actors’ expectations (i.e. applicants, the Regional Council Committee, the European Commission’s representatives, employees, etc.) and satisfies their needs as if its existence were dependent on it.

The expression “honouring fair-play values” means the set-up of all processes within the organisation in order to ensure a transparent and non-discriminatory distribution of funds to be allocated via the Office in the region. It also means the existence of an internal environment based on confidence where the self-managing and self-controlling mechanisms of each team member are applied and where formal control is an additional mechanism.

The vision was completed with the definition of our desired position within the Czech Republic’s public administration:

  • A first-class regional council office in the Czech Republic
  • A first-class managing authority of an operational programme in the Czech Republic.
  • A first-class pubic administration organisation in the Czech Republic

The regional council of the Moravia Silesia cohesion region was the first public administration organisation to be awarded the Investor in People certificate that guarantees the quality of employee management and development.
